A valve actuating apparatus for use in a high-pressure gas cylinder (4) includes a casing (40) for being fixedly connected to the high-pressure gas cylinder and housing a valve of the high-pressure gas cylinder; an actuating cam (123) installed inside the casing such that it is linearly movable to press the valve of the high-pressure gas cylinder; a rotating cam (121) rotatably installed inside the casing; and a driving unit (16) connected to the casing, for providing the rotating cam with a rotational force. The rotating cam has a rotating plate (21) and a protrusion (20) formed on a front surface of the rotating plate, and the actuating cam has an actuating plate (23) and a protrusion (20) formed on a front surface of the actuating plate.
