The hydroelectric power plant has a water feed (T) at the top of a column-form container (A) of concrete or metal which is static, with two generator turbines (R) per water collection sump (D), and at the bottom of the container a balloon-type seal (W) with a spring (X). A movable container (B) of concrete or metal has a base area 30 times greater than that of the columns of the static container and upon are mounted the water collection sump by its support structure (K) and a mounting structure (M) for an add-on weight (Y). The movable container supports all the water in the static container and has arresting brakes (H) and lies upon springs or shock absorbers (L).
