<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus, capable of preventing developer from being deteriorated because of the mixing in of residual toner after transfer into a development device. <P>SOLUTION: The magnitude of electric field whose force is received by toner on an image carrier (opc) between a developing member (3) and the image carrier (opc) toward the development device from the image carrier is set smaller at the image non-forming time than at the image formation time.
