<P>PROBLEM TO BE SOLVED: To provide an external-damage resistant and flame retardant insulating wire having flame retardancy and excellent in external damage resistance. <P>SOLUTION: A flame retardant resin composition in which a magnesium hydroxide surface-treated with a silane coupling agent containing fine particles of magnesium hydroxides having a mean particle diameter of 0.3 μm or smaller is mixed with a base resin composed of EVA, ethylene-acrylic rubber and a styrene-ethylene-butylene copolymer elastomer is formed to cover a conductor, and then an external-damage resistant and flame retardant resin composition in which a flame retardant agent composed of a magnesium hydroxide and melamine cyanurate is mixed with a base resin composed of EVA, a styrene-ethylene-ethylenepropylene-styrene copolymer and maleic acid-modified LLDPE is formed thereon to a thickness of 100 μm or smaller and cross-linked.
