PROBLEM TO BE SOLVED: To save waiting power while making possible to detect connection of a battery pack when the temperature switch of a battery pack is turned on/off. SOLUTION: Since a connection detecting terminal 12 is opened during waiting period where a battery pack 2 is not connected with a charger 3, a high level signal of an internal power supply voltage E1 is obtained as a connection detection signal S3. When the battery pack 2 is connected with the charger 3 and a temperature switch 71 is turned on, the terminal 12 is short-circuited to the ground potential and a low level signal is obtained as signal S3. Since DC voltage Vout is sufficiently high during waiting period, a transistor 38 is turned on when the battery pack 2 is connected with the charger 3 even if the temperature switch 71 is turned off, and a low level signal S3 is obtained. An output control circuit 50 controls a switching element 24 to generate a pulse of primary current Iin intermittently during the waiting period thus saving waiting power.
