PROBLEM TO BE SOLVED: To enable even a less experienced user to stabilize the target object in the screen field of the photographing device, and to obtain excellent images by controlling the shutter speed of an imaging element following the panning speed. SOLUTION: The photographing device has an imaging element 103, a panning detector 121, an image stabilizer 123, a panning speed detector 125, a shutter detector 127, and a controller 129. When the device is set in a panning mode to photograph, the controller 129 instructs the panning speed detector 125 to detect the panning speed, and the shutter detector 127 to detect the shutter speed of the imaging element 103. Depending on the panning speed obtained from the panning speed detector 125, the controller 129 adds the shutter speed change amounts obtained from the shutter speed detector 127 to the shutter speed of the imaging element 103.
