PROBLEM TO BE SOLVED: To reproduce actual thermal load under continuous operation and enable to alter the direction of a cooling current of air. SOLUTION: The outside air is sucked through air supply ducts 15 to 21. The temperature and humidity of the outside air are conditioned by an air conditioner 23. The outside air is subjected to current-velocity control by dampers 35 to 38 and is blown on breaks 5, 6 of break dynamometers 1, 2.
