PROBLEM TO BE SOLVED: To reduce a processing load for confirming the receipt completion of a data file in a file transmitting and receiving system. SOLUTION: A file transmitting and receiving apparatus 1000 including a file transmitting device 100 and a file receiving device 200 is constructed. The file transmitting device 100 generates a START file and an END file corresponding to a data file, and transmits the START file, the data file and the END file to the file receiving device 200 in this order.
