<P>PROBLEM TO BE SOLVED: To provide an actuator which can be minimized and miniaturized by a flexible and simple spatial organization, needs a little electricity to work for deformation, has high speed response to an external signal, and excels in the reconstruction to an initial configuration without plastic deformation. <P>SOLUTION: An actuator element consists of an ion exchange resin layer 12 of a water-containing condition and at least a set of electrode bodies 13a and 13b which are arranged at an opposed position through this ion exchange resin layer.
