PROBLEM TO BE SOLVED: To provide an information reading apparatus, information output device and information reading method in which memory information can be accurately and efficiently read from a memory of a sheet with the built-in memory as a processing target.

SOLUTION: There are included a scanner means 2 for scanning a memory incorporating sheet 100 on a contact glass surface 120 to read image information from the memory incorporating sheet 100 and a reader means 44 for detecting the position of a memory 110 in the memory incorporating sheet 100 and reading memory information from the memory 110. The scanner means 2 and the reader means 44 are integrally provided. In the case of first scanning, the image information is read from the memory incorporating sheet and the position of the memory 110 is detected. In the case of second scanning, the memory information is read from the memory 110 by stopping at the position of the memory 110.
