PROBLEM TO BE SOLVED: To transmit data of high transmission efficiency in distributing static media such as text data. SOLUTION: A regenerating-time-duration notification unit 102 forms a regeneration-time-duration information conversion table that relates the time duration of the regenerating-time-duration information to an encoded word encoded to indicate the time duration of the regenerating-time-duration information. A regeneration-time-duration encoding unit 103 selects an encoded word that corresponds to the time duration of the regeneration-time-duration information conversion table based on the information of the regeneration-time-duration information conversion table for the regeneration-time-duration information of the text data to be transmitted. A header-part forming unit 104 forms an RTP header part of an RTP packet data. A payload-part forming unit 105 forms an RTP payload part which includes the encoded word that indicates the regeneration time duration of the text data.
