PROBLEM TO BE SOLVED: To provide a remote control learning device and a system which store the light emission pattern of an existing remote controller in a plurality of portable terminals by a simple method. SOLUTION: The infrared emission pattern of the remote controller 4 is received by the remote control learning device 2 for storing the pattern as learning information. And the learning information is registered at a site on the Internet and the URL of the site is notified to the portable terminal 5. In the portable terminal 5, the site on the Internet where the learning information is registered is accessed using the notified URL, and the learning information is downloaded from the site to the portable terminal 5. The portable terminal 5 refers to the downloaded learning information for transmitting the infrared emission pattern, thus allowing the portable terminal 5 to have the function of the remote controller 4.
