PROBLEM TO BE SOLVED: To divide an image to blocks based on the characteristic of the image. SOLUTION: An image division part 183 divides an input image in which a plurality of horizontal and vertical edges repeatedly appear at the repeated period of appearance of the edges in the repeated direction to generate a plurality of first blocks and sets, as the color of each first block, a statistically representative color in the first block concerned. A similar color integration part 184 integrates a plurality of first blocks to generate a second block by connecting, among the plurality of first blocks, each area of a plurality of adjacent blocks the difference between the colors of which is within a predetermined given range as one new second block, and setting, as the color of the second block, a statistically representative color of the colors of the connected first blocks.
