PROBLEM TO BE SOLVED: To provide an image processing controller, which manages images as abstracted services for every image processing means and easily realizes registration/release most optimal for method requests. SOLUTION: The image processing controller performs image processing for digital images using a plurality of image processing means 1-2, 1-4 and 1-6. The image processing controller has a method operation management means 1-9 for managing method operations, and service means 1-3, 1-5 and 1-7, which have abstracted interfaces for the image processing means. When method requests are required to be registered or released, the method operation management means 1-9 determines permission depending on the states of the service means 1-3, 1-5 and 1-7, and registers or releases them.
