PROBLEM TO BE SOLVED: To provide a method for manufacturing an ND filter with which an ND filter can be manufactured having a gradation density distribution of a desired density obtained in a simulation, and to provide a light quantity diaphragm, and a camera having the light quantity diaphragm. SOLUTION: A method for manufacturing the ND filter of this invention is a method for manufacturing the ND filter which forms a film having the gradation density distribution on a film formation surface 104(a) or 104(b) which is provided at the side of a slit type mask 106 of a substrate 105(a) by rotating the slit type mask integrally with the substrate while keeping the interval between the substrate 105(a) and the slit type mask 106 constant with a spacer 107(a) or 107(b) and the method has a step for forming the film on the film formation surface while performing so that a spatial part closed with respect to the film formation part is not formed.
