PROBLEM TO BE SOLVED: To provide a low-cost method for carbonizing water-containing organic wastes such as garbage which solves the problem that carbonization of high-water-containing organic wastes require high energy cost. SOLUTION: This method comprises the steps of subjecting water-containing organic materials to microwave heating to evaporate moisture of the organic materials, converting the evaporated moisture to superheated steam, and heating and carbonizing the organic materials from which moisture has been evaporated using the superheated steam.
