Binding agent composition (A) comprises at least a metallic compound (I), at least a hydroxylation catalyst and at least an organic solvent. Binding agent composition comprises at least a metallic compound of formula (I), at least a hydroxylation catalyst and at least an organic solvent. R1>a-Me (OR2>)4-a (I) a : 0-3; R1>1-8C-alkyl, aryl, aralkyl or -O-R2>; R2>H, 1-8C-alkyl, alkoxyethyl or acyl; and Me : silicon, zirconium or titanium. An independent claim is also included for a procedure of connecting metallic substrates with platinum cross-linked silicon-elastomer comprising applying (I) on the metallic substrate surface; optionally evaporating the solvent; applying the cross linked silicon elastomer composition on the layer of (I); and vulcanizing the silicon-metal-component at 100-180[deg]C (preferably 130-170[deg]C).
