A bearing bolt (16) has a central section pivotally mounting a freely swiveling part (14) with respect to the upper part (11) of a seat bracket (5), and an eccentric section pivotally mounting a ratchet (18) meshed to the upper part. The axes (A,B) of the central and eccentric sections run in parallel with each other. An independent claim is also included for a vehicle seat.
