PROBLEM TO BE SOLVED: To control the indoor environment while achieving both of energy saving and amenity. SOLUTION: A visitor information acquiring part 204 acquires the visitor information at a shop or a facility input to a portable input terminal 112 through a communication network. A visitor record data creating part 210 creates the visitor record data on the basis of the visitor information. A visitor forecasting part 214 forecasts the number of future visitors in reference to the visitor record data. An allowable temperature range calculating part 224 calculates an allowable temperature range as a temperature range allowed as an indoor temperature of the shop or the facility on the basis of the calculated number of visitors. An air conditioning control part 218 controls the air conditioning equipment to keep the indoor temperature of the shop within the allowable temperature range on the basis of the forecasted number of visitors.
