PROBLEM TO BE SOLVED: To easily construct a system, to reduce a cost required for a system construction, and to flexibly and reliably report familiar danger information limited to a close range. SOLUTION: A communication device 200 is attached to e.g. a signboard indicating "under construction" or the like, and transmits danger information indicating "under construction" so as to reach only a communication terminal device 100 existing in a narrow range of danger areas #301 and #302 at a predetermined cycle. A holder of the communication terminal device 100 moves from a position #303 to a position #304, and the communication terminal device 100 enters the danger area #301. Therefore, the communication terminal device 100 receives the danger information transmitted from the communication device 200 of the danger area #301 to be notified to the holder.
