PROBLEM TO BE SOLVED: To obtain high-strength thin steel sheet by refining the grain of the thin steel sheet after hot rolling into the average ferritic grain size of≤2μm. SOLUTION: When the thin steel sheet is manufactured by hot rolling, the structure of a steel sheet on the inlet side of a roll bite is adjusted to austenite at≤900°C before the hot rolling and, thereafter, hot rolling is performed so that the contact time of the steel sheet with rolls is 0.05-0.3 s and the draft is 40-60%.
