PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsified detergent composition which is highly safe to skin and exhibits excellent feelings of use while exhibiting high makeup-removing effects by compounding a large amount of a silicone oil using a small amount of surfactants, and to provide a sheet-like detergent in a stable emulsified state exhibiting good operability with good convenience by impregnating cotton combined with a splittable conjugate fiber or nonwoven fabrics with the oil-in-water type emulsified detergent composition. SOLUTION: The oil-in-water type emulsified detergent composition comprises (a) 15-50 mass% of the silicone oil, (b) a nonionic surfactant having an HLB of 9-16, (c) an anionic surfactant and (d) a polymeric thickening agent, and has a viscosity of 400-3,000 mPa s and an emulsified particle size of 0.5-5.0μm.
