The multilayer wall covering (1) has a surface layer e.g. of tiles on its outer surface. An insulating layer is sandwiched between inner and outer concrete layers. It consists of a layer of mineral fibers which may form harmful dust if the wall panel is broken up in a dry state. Holes (6) are made in the inner concrete layer near the top edge of the panel (7) to allow water to be poured into the fibrous insulating layer to lay the dust while the wall panel is being opened up.
