PROBLEM TO BE SOLVED: To provide a controller for a work machine capable of controlling control shafts of control targets synchronously on one occasion, and independently on one occasion. SOLUTION: This controller for the work machine controlling the plurality of control targets configured by two or more shafts has: a shaft configuration information input means 203 relating an actuator with the control targets 1, 2 when controlling the actuator such as a motor driving each the shaft of each the control target 1, 2; and an instruction distribution processing part 208 distributing an operation instruction to the prescribed actuator on the basis of physical shaft configuration information inscribing connection relation of the control target and the physical actuator produced by the shaft configuration information input means 203 when outputting, to the actuator, the operation instruction to the control target. Thereby, duplicated actuators can be simultaneously synchronously controlled, and can be independently asynchronously controlled by separating them to improve working efficiency.
