PROBLEM TO BE SOLVED: To provide a river/port phosphorescent staff gauge that can be easily installed in a river/port or the like and can be simply and easily manufactured, the staff gauge instantly and easily measuring a water amount regardless of bright and dark environments, having improved visibility and excellent corrosion resistance, and enduring for long term use. SOLUTION: The staff gauge 1 is composed of an aluminum composite plate 4 applying a phosphorescent material 3 on the surface of an aluminum plate 2, bonds a sticker 5 of void numbers 6 displayed on the surface of the phosphorescent material in blue and band-like scales 7 and 8 of small unit length of the staff gauge, bonds a red reflection sheet 9 at each unit length in the staff gauge.
