PROBLEM TO BE SOLVED: To discriminate whether an un-cooled state is caused by a normal stop or an abnormal stop, and to reduce power consumption. SOLUTION: An operation switch 2 for switching between cooling and un-cooling is disposed between a commercial power supply and a first power supply section 4, a control section 3 is operated by turning on the operation switch 2, and a solenoid valve 6a for cooling of a cooler 6 is controlled so that the temperature in a warehouse measured by a temperature sensor 7 becomes a predetermined temperature. A first commercial power supply detector 11 detects turning on or off of the commercial power supply passing through the operation switch 2, and a second commercial power supply detector 12 detects turning on or off of the commercial power supply before the operation switch 2. The first power supply section 4 is constituted so as to supply power for a predetermined time after turning off the input, it is determined whether or not the operation is normally stopped based on the detection results of the first and second commercial power supply detectors 11 and 12, and an upper system 8 is informed of it.
