PROBLEM TO BE SOLVED: To provide a circuit controller saving on a power for a circuit while maintaining a proper performance in response to the operating mode of the circuit. SOLUTION: The circuit controller has a setter 105 setting the thinning ratio of microcircuits M1 to MN, and an evaluation-value computer 102 computing an evaluation value as an index for the quantity of a power consumption by using the set thinning ratio and a weighting factor determined in response to the operating mode of a peripheral circuit 10. The circuit controller further has a decision section 103 deciding whether the absolute value of a difference between the evaluation value and the weighting factor is a threshold value or more. The setter 105 resets the thinning ratio so that the difference reaches the threshold value or less when the absolute value of the difference larger than the threshold value is decided by the decision circuit 103.
