PROBLEM TO BE SOLVED: To provide a civil-engineering/building material primarily comprising charcoal, having an excellent draining performance and cushioning property and having an interesting design, and its manufacturing method. SOLUTION: The civil-engineering/building material comprises the charcoal made by pulverizing wood and heating and carbonizing it, a resin binder, cement and an aggregate, and is shaped into a plate by compression and solidified. The material has a plate-like main body section 2 of an approximately regular hexagonal shape in plan view, three fitting protrusions 3 of a trapezoidal shape in plan view protruded outward from the lower part of every other sides of the six sides of the main body section 2 and fitting recesses 4 of an approximately trapezoidal shape in plan view recessed and opened in the lower part of the other three sides of the main body 2 to be fitted to the fitting protrusions 3.
