PROBLEM TO BE SOLVED: To provide a developing roller which prevents melt sticking of toner liable to occur after long-term use, can achieve good deformation restoring property (setting property) in compressive deformation of a pressure contact portion of a developing roller surface in long-term storage and stop, and also has both excellent adhesiveness and durability. SOLUTION: In the developing roller 1 having at least a core bar, an electrically conductive elastic layer 12 formed on a periphery of the core bar and a coating layer 13 formed on the electrically conductive elastic layer 12, the coating layer 13 comprises a polyurethane elastomer obtained from a polyol component (i) and an isocyanate component (ii) comprising a modified isocyanate compound (A) which is a modification of diphenylmethane diisocyanate with a polypropylene polyol and a modified isocyanate compound (B) which is a modification of toluene diisocyanate with trimethylol propane in a molar ratio (A/B) of 3:7 to 8:2.
