PROBLEM TO BE SOLVED: To disperse processing load of a wireless network control station under such environment that numerous mobile terminals can hand over simultaneously. SOLUTION: Base stations (BTS#1 and BTS#2) adjacent to each other receive and transmit signals by means of a plurality of carriers (frequencies) f1-f3 respectively. In one of the base stations (BTS#1), transmission power of the carrier f1 is the maximum, and transmission power of the carrier f3 is the minimum. In the other base station (BTS#2), the transmission power of the carrier f1 is the minimum, and the transmission power of the carrier f3 is the maximum.
