PROBLEM TO BE SOLVED: To sufficiently improve the measuring accuracy of electric characteristics of an object to be measured. SOLUTION: The devices comprise an oscillation circuit constitution part 11 constituting a Colpitts oscillation circuit together with a coil 21 as a connected object to be measured and a measuring arithmetic circuit 12 measuring an oscillation frequency of the Colpitts oscillation circuit and calculating the inductance value L1 of the coil 21 based on the measured oscillation frequency and individual capacitance values C1, C2 of capacitors 32, 33 in the oscillation circuit constitution part 11.
