PROBLEM TO BE SOLVED: To highly protect privacy by preventing a third person from illegally collecting information and by using non-identifiability to prevent an electronic tag from being illegally identified or traced.

SOLUTION: Private shared key information is set in both a tag R/W 2 and an electronic tag 1, so that only the tag R/W 2 having the information decrypts encrypted transmission information. Furthermore, unpredictable information is generated in both the tag R/W 2 and the electronic tag 1, the information is combined with the private shared key information and information in the tag is encrypted and transmitted, thereby preventing illegal identification and tracing.
