<p><P>PROBLEM TO BE SOLVED: To provide a water saving effect diagnostic system capable of calculating or diagnosing a water saving amount or a water saving effect when exchanging a first equipment group for a second equipment group before the exchange. <P>SOLUTION: An annual use water amount before renewal is the sum 87 calculated in each equipment 4-6 by multiplying a use frequency 81, the number of using persons 82, a water amount 83, the number of days 84 and a wash frequency 85 together (a), and a product obtained by multiplying it by a water rate 92 is an annual water use charge 94 (b). Similarly, an annual use water amount after the renewal is the sum 107 calculated in each the equipment 4-6 by multiplying a use frequency 101, the number of using persons 102, a water amount 103, the number of days 104 and a wash frequency 105 together (c), and a product obtained by multiplying it by a water rate 112 form an annual water use charge 114 (d).
