SOLUTION: This device is provided with a machining roller 9 having a fine rugged part 9b on an outer peripheral surface 9a, an elastic body pressing mechanism as a roller pressing mechanism constituted of a stepping motor 2, a ball screw 3, a slider 4, a housing 5 and a coil spring 6 for forming the fine recessed part Wb by pressing the outer peripheral surface 9a of the machining roller 9 on a cylindrical member W, a load detection means 10 for detecting pressing force of the machining roller 9 by the elastic body pressing mechanism, and a control means 11 for controlling the pressing force of the machining roller 9 by the elastic body pressing mechanism by receiving a load detection signal from the load detection means 10 while forming the fine recessed part Wb by pressing the outer peripheral surface 9a of the machining roller 9 on the cylindrical member W.
