PROBLEM TO BE SOLVED: To provide data transfer system and its method which realize network arrangement of low cost according to a status, by changing the number of U-plane control units by connecting a plurality of the U-plane control units to one set of C-plane control unit. SOLUTION: The U-plane control unit 11 or the like reports at least one out of line traffic status at a predetermined point, resource busy condition in an instrument and fault condition to the C-plane control unit 20. The C-plane control unit 20 selects the optimal U-plane link for offering service to a UE 40 and requires a matter, wherein re-covering of the U-plane link is performed to a new U-plane control unit to a core network 30.
