PROBLEM TO BE SOLVED: To perform communication utilizing an identifier stored on an address book by easily referring to the address book. SOLUTION: An identifier of a communication terminal that a communication service user utilizes, and a policy indicating whether or not the identifier is to be disclosed to other users, are correspondingly stored on an address book database 51 inside an address book management server 5. When an acquisition request for acquiring information relating to a policy about an identifier of an opposite side terminal desired to access is sent from a communication terminal 1, an identifier permitted by the policy is responded and the information is used to access the opposite side terminal from the communication terminal 1.
