PROBLEM TO BE SOLVED: To provide a web material winding device capable of cross-cutting a web material between a touch roller 5R and a winding roll 6R after winding the web material 1, preventing occurrence of wrinkle in the web material 1, holding the web material 1 securely after cross-cutting the web material 1, and facilitating automation for winding the web material 1 around a winding core. SOLUTION: This web material winding device is constituted in such a way that the web material 1 is nipped between a contact 7R and the touch roller 5R, the contact 7R is displaced along an outer peripheral face of the touch roller 5R between the touch roller 5R and the winding roll 6R after nipping to move while coming into pressure-contact with the web material 1, and then the web material 1 is cross-cut by a cross cutter 15 between the contact 7R and the winding roll 6R.
