Channels (9), formed around the periphery of a folding cylinder (6), each receive the curled end (23) of a paper web (8) fed into the folding cylinder from pair of cutting cylinders (2,3). The curled end of the web is induced into the channel via wedge (12) interlocked to a strap (14).
