PROBLEM TO BE SOLVED: To provide a viscosity value evaluating and controlling method which enables the evaluation and control of the viscosity value of a sample in a short time without performing temperature control, and a viscometer. SOLUTION: The viscosity value evaluating and controlling method has a process (S110) for preliminarily measuring the viscosity of a reference sample 2 having a viscosity value becoming an evaluation and control target of the viscosity value at a plurality of different sample temperatures, a process (S130) for expressing the viscosity value of the reference sample 2 in a relational expression the parameter of which is a sample temperature value, a process (S140) for measuring the viscosity of a target sample 3 becoming the evaluation and control target of the viscosity value at an arbitrary sample temperature, a process (S150) for substituting the sample temperature value of the target sample 3 for the relational expression of the reference sample 2, and a process (S160) for comparing the calculated viscosity value of the reference sample 2 with the measured viscosity value of the target sample 3.
