PROBLEM TO BE SOLVED: To provide a common mode noise filter capable of enlarging impedances of common mode components of first and second coils. SOLUTION: The common mode noise filter includes a first coil 20 comprised of a first conductor 12 and an eddy-like second conductor 14, an eddy-like third conductor 16 provided on the upper surface of a third insulating layer 15 on the upper surface of the second conductor 14, a second coil 21 comprised of the third conductor 16 and a fourth conductor 18, and a fifth insulating layer 19 formed on the upper surface of the fourth conductor 18. A first insulating layer 11 and the fifth insulating layer 19 are comprised of magnetic substances, second to fourth insulating layers 13, 15 and 17 are comprised of non-magnetic substances and in the third insulating layer 15, a plurality of magnetic portions 22 comprised of magnetic materials are provided inside the eddy of the second and third conductors.
