PROBLEM TO BE SOLVED: To provide a shell-and-tube reaction apparatus the temperature fluctuation of which can be stabilized rapidly and in which a reaction can be advanced suitably by controlling the temperature change of a heating medium and to provide a system for controlling the reaction apparatus and to particularly provide the reaction apparatus and its controlling system which can be applied suitably to a catalytic gas phase oxidation reaction to be used for producing (meth)acrylic acid, and the like. SOLUTION: The reaction apparatus has a shell-and-tube reactor having a plurality of reaction tubes in a shell through which the heating medium is circulated and a heating medium cooling unit on the outside of the shell-and-tube reactor. This reaction apparatus is operated by comprising a process for primarily cooling the heating medium withdrawn to the outside of the shell, a process for secondarily cooling a part of the primarily cooled heating medium and has a line for circulating the secondarily cooled heating medium and the heating medium which is cooled primarily but is not cooled secondarily, through the shell.
