PROBLEM TO BE SOLVED: To efficiently treat a larger amount of substances to be treated contained in water to be treated while avoiding up-sizing of an apparatus for treating water. SOLUTION: A water treatment part 3 is provided which has a vessel body 5 storing the water to be treated and a rotary shaft 14 rotatably supported by the vessel body 5, and is configured as a rotary electrode in which an anode electrode 30 and a cathode electrode 33 integrally rotate together with the rotary shaft 14. The water treatment part 3 is configured to fluidize the water to be treated along electrodes 30 and 33 outside in a diameter direction in accompany with rotation of the rotary shaft 14, and induce circulation of the water to be treated in which the water to be treated is fluidized along the wall surface of the vessel body 5 inside in the diameter direction. The amount of the water to be treated circulating in the water treatment part 3 is set so as to become ten times to the amount of the water to be treated introduced into the water treatment part 3.
