PROBLEM TO BE SOLVED: To reduce data amount when a vector shape on a digital map is expressed and transmitted in a node series comprising a plurality of nodes. SOLUTION: In a positional information transmitter 100: when the vector shape to be transmitted is selected by referring to a digital map database 120, a shape data creating section 131 creates a shape vector data by transforming the selected vector shape into a node series; an initial node processing section 132 transforms the positional information of the initial node of each node series in absolute latitude and longitude into relative positional information from a reference point; and a positional information transmitting section 140 transmits the positional information expressed in the node series of shape vectors. In a positional information receiver 200: an initial node restoring section 231 restores, based on the positional information of the reference point, the absolute positional information of the initial node of each node series; and a node position restoring section 232 successively restores, based on the absolute positional information of the initial node, the positional information of each node composing each shape vector data.
