PROBLEM TO BE SOLVED: To provide a variable capacitor, a circuit module and a communication system which are easy to handle without being influenced by the polarity of applied voltage by precisely obtaining a desired characteristic. SOLUTION: In this variable capacitor, on a supporting substrate 1, N-pieces (N=2n and n is a natural number) of variable capacity elements, each consisting of a first electrode layer 2 and a second electrode layer 5 arranged vertically and a dielectric layer 4 inserted between the two electrode layers, are connected in series with the second electrode layer 5 of one of mutually adjacent variable capacity elements connected with the first electrode layer 2 of the other variable capacity element. A first bias line whose ends are respectively connected with the first electrode layer 2 of (2i-1)-th (i is a natural number of≤n) variable capacity layer and the second electrode layer 5 of N-th variable capacity element and a second bias line whose ends are respectively connected with the first electrode layer 2 of a 2i-th variable capacity element are formed.
