<p><P>PROBLEM TO BE SOLVED: To decode a desired part of encrypted data from among the data. <P>SOLUTION: Each of a group of packets 211-213 and a group of packets 214-216 out of packets 211-216, constituting a bit stream of a hierarchy coding image data 201 of a JPEG 2000, is encrypted individually, and encrypted divided data 262 (with respect to RO) whose spatial resolution is 0 level and encrypted divided data 263 (with respect to R1) whose spatial resolution is 1 level are acquired, respectively. The header (from SOC to SOD) of the image data 201 appropriated as a header 261, and data 251 generated by arranging the header 261, the divided data 262 following it, the divided data 263, and EOC 264, in this order, are output as final encrypted data.
