<p><P>PROBLEM TO BE SOLVED: To prevent a seal material from drifting due to static electricity. <P>SOLUTION: An upper board 11 includes, on the lower surface of an upper transparent board 12, a square upper transparent electrode and a pair of upper conductive electrodes to be connected to the opposing sides of the upper transparent electrode. A lower board 1 includes on the upper surface of a lower transparent board 2: a square lower transparent electrode; a pair of lower conductive electrodes to be connected to the opposing sides of the lower transparent electrode and drawn to an FPC attachment position; a plurality of dot spacers; and connection electrodes which are connected to the pair of upper conductive electrodes in the upper board and formed near the FPC attachment position. The upper board 11 and the lower board 1 are oppositely arranged to have a fixed gap and the outer peripheral areas of the upper and lower boards 11, 1 are made to adhere with the seal material, so as to form a touch panel.
