PROBLEM TO BE SOLVED: To provide a method for manufacturing a chemical toner using a mill base capable of maintaining an initial dissolution state or dispersion state even after a lapse of a long time after manufacturing. SOLUTION: The method for manufacturing the toner successively performs (I) a step of manufacturing an organic solvent solution of a polyester resin, (ii) a step of manufacturing a liquid suspended with particulates (A) of the substrate by mixing the solution with water in the presence of a basic compound, then (iii) a step of manufacturing a union object (B) of the particulates (A) by adding a dispersion stabilizer and an electrolyte, (iv) a step of removing an organic solvent, wherein a polyester resin (I) obtained by reacting (1) a bivalent or higher polybasic acid or its derivative and (2) an aliphatic polyhydric alcohol containing propylene glycol at≥60% of the total alcohol are used.
