PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner which is usable for a low-temperature fixing process, further has a heat-resistant storing property and is nevertheless high in mechanical strength. SOLUTION: The electrostatic charge image developing toner is manufactured by mixing a dispersion liquid of secondary particulates composed of at least one polycondensation system resin polymer and a dispersion liquid of primary particulates composed of at least one thermoplastic resin polymer other than the polycondensation system resin polymer and a colorant particulate dispersion liquid, adding a salting out agent to the mixture while mixing the same, and flocculating and fusing the respective particulates, wherein the structure of toner particles after the fusing is a core-shell structure comprised of an inner layer including the colorant particulates and the thermoplastic resin polymer other than the polycondensation system resin polymer and an outer layer including the polycondensation system resin and substantially not containing the colorant particulates.
