PROBLEM TO BE SOLVED: To provide an image processor producing an output image of superior granularity without deterioration in image quality, while preventing cost increase, and to provide image processing method and program. SOLUTION: The image processor comprises a pixel group generating means of constituting a plurality of pixel groups by selecting pixels, until the total sum of gray scale image data for each pixel reaches a threshold; a means for determining the centroid position of each pixel group generated by the pixel group generating means, a means for calculating errors between a centroid position of the pixel group determined by the centroid position determining means and the position of a pixel located at a reference point; and a means of selecting one of the plurality of pixel groups, where the error operated by the error operating means becomes smallest and imparting quantization image data to a pixel located at the reference point of the relevant pixel group.
