PROBLEM TO BE SOLVED: To provide a service retrieval technique with high retrieval accuracy capable of approximating a retrieval result further to a user's intention. SOLUTION: A service registration part 110 registers a plurality of services in a service information storage part 210. A service retrieval part 120 retrieves a service according a service retrieval request from a user terminal device 102, and provides the retrieval result. A service popularity determination processing part 130 determines that a service has a higher degree of importance as the number of service flows using the service and the values of use frequencies of the service flows themselves are larger. An ontology/property weight determination processing part 140 performs, according to the kind of ontology or property to which a service is logically matched, weighting of the degree of importance of the service. A service theme determination processing part 150 determines the field of each service according to a service provider which provides each service.
